Well it was something like that I'm sure.
There was an iframe menu along the bottom and an iframe header at the top with pages contained in the center. I can only imagine how small of a space that content must have been packed into. I know it was a red/orange-colored theme that somewhat matched the color of dragon balls, which were used to space out menu items arranged horizontally along the bottom.
From those links you could navigate from a description of characters and what they were doing at the point when Frieza would arrive to an in depth look at what was going on in different places in the Dragon Ball universe: Namek, King Kai's planet, and the hypberbolic time chamber.
All of this was intended to direct you to my phpBB forum -- or whatever it was, I can't remember -- where vistors were expected to pick one of the characters and role play. I think I used it for no more than a week with no more than two other people that posted maybe three times between the two of them before I forgot about it and never touched it again.
Sad to think I've spent a life time imagining projects to do with other people that I end up doing by myself more than anything, but such is this life.
I've poured over the Geocities archives for hours looking for this page to no avail. If I'm being honest, I'm not 100% sure that it wasn't on AngelFire or Tripod. I had used all these services at different times to make various pages I have an even foggier, distant memory of.
